Sheffield Wednesday Deals with Major Issues, States New Football Authority

'Our role is integral to football's future' - football oversight chief the new chairman

The team's persistent issues constitute a "major concern" and the football regulator is looking to gain the ability to look into club affairs in such situations, the newly appointed chairman the official has announced.

In a wide-ranging interview, the chairman, who was named to the position this week, voiced concern towards the club's followers.

Kogan met with four fan organizations representing the football team recently.

The team have been facing challenges both on and off the pitch in this season, with the club failing to pay players on time on multiple instances, including in the autumn.

"Clearly Sheffield Wednesday has been a significant problem for EFL and a substantial concern for English football," Kogan told.

"Sheffield Wednesday is one of the iconic names for football in England and in recent days we have met fan representatives.

"Our aim is to acquire the ability... which will allow us to have Wednesday and comparable cases brought to our attention if they require examination and addressed."

Financial Struggles and Proprietorship Status

The team's struggling chairman the current owner suggested earlier this year he would be prepared to relinquish control at the stadium, but he has not been able to secure a deal with interested parties.

Delayed salary payments on time in earlier this year resulted in restrictions being imposed by the league officials in mid-year, stopping Wednesday from completing any recruitment activities for the following recruitment periods, although the ban was rescinded in August.

Official's Viewpoint

The chairman stated: "The job [of the regulator] is there for the fans of Sheffield Wednesday, teams facing challenges where supporters are loyal to a community organization that has been part of their lives in numerous instances.

"I completely understand Sheffield Wednesday, as I do for all the clubs that since 1992 have gone to the wall, or approached financial ruin, for factors unrelated to the supporters."

Questioned about whether the regulator could force an owner to sell a club if they are deemed unsuitable, Kogan said: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we collect the information and comprehend the circumstances, we will."

But Kogan stressed that forcing owners to sell clubs would be viewed as the ultimate measure and the regulator would prefer to collaborate with owners.

"Our least desirable course of action is start getting involved with an individual club, an particular chairman, without being able to work with that proprietor to address the problems affecting the organization and the owner's facing," the regulator explained.

"But the truth is, when you review the record of football, over the last 20 or 30 years there have been particular chairmen, a small minority, but certain individuals who have acted carelessly in the way which they've been managing their clubs and ultimately decline to assume obligation for the future."

'If we get it wrong, extraordinary progress vanishes'

Kogan met with officials from numerous teams to explain the responsibilities of the oversight body this week and maintained it represented a "proactive meeting" with a "significant participation" from the National League to the Premier League.

"The role holds considerable importance, because if errors are made, if the football community fails, the remarkable development accomplished necessary will vanish rapidly," the regulator warned.

"And that's what nobody wants in the terms of English football is a substantial accomplishment - we need to continue the progress.

"Considerable investment flowing into the game and has been channeled for the last 20 or 25 years, because certainty is lacking it will persist in entering the game, which is one of the reasons why I think we have to adopt a precise perspective on challenges and obviously, of the coming seasons."

Top Flight Apprehensions

Top flight officials resisted the formation of an authority because of apprehensions regarding adverse consequences on the top-flight's competitiveness, but the regulator stated: "I'm absolutely committed to the success and growth as an financial organization of the top division.

"As someone who appreciates the worry about compromising the division as a high-quality offering of this country. But at the same time, if you engage with division representatives after today's meeting, they would have had a significant degree of comfort -and, in fact, they have been informing us confidentially they have a high level of reassurance."

Ideological Links

The regulator remains subject to a "full inquiry" by the Commissioner for Public Appointments after he disclosed making donations to the political party in recent years.

The official donated money to Culture Secretary Lisa Nandy's leadership campaign, along with that of the government leader.

"I have been entirely transparent regarding my former ideological connection [with Labour], and that party membership ceased the day the select committee approved my appointment," the chairman stated.

"I am no longer involved in any form of political activity."
